Between March 22 and May 15, 2008 the Somaliland President Dahir Riyale Kahin with a presidential press statement announced the creation of six new regions and 16 new Districts.[1]


On May 15,2008 the President Dahir Riyale Kahin with a second presidential press statement ([1]) declared the thirteenth state of Somaliland, state of Hawd.
